Camber in Revolt
Here are the recent records:
The party will encounter a number of troops. There is the original group when the first troops arrived in Rock Haven.
The next they found occupying the town of Scorch.
Then when they returned to Rock Haven they found that there were more troops on the way.
They brought 2 Blue Dragons with them. One is young - -The other is an Ancient Dragon
The kingdom of Tarsis has been declining for many years under the indifferent rulership of the Emperor.
Ptolus has considered splitting from the empire for some time now and since Camber is even further from the capitol of Tarsis the Overlord thinks he can split with impunity.
In addition to splitting from the Emperor, the Camber temple to Lothian was closed up and the priests told to leave.
Barbarians from the distant east have defeated Tarsisan armies and ransacked Tarsis itself.
The Emperor of the Church, now residing in Ptolus, claims to be the only true ruler with the title Emperor.
For years Ptolus has been the only power in the region around the HOS
At this point in his takeover the Overlord of Camber is indifferent to issues in cities nearby. He is concerned that there might be people loyal to the Emperor of Lothian, but knows there are to few that matter who are loyal to the Emperor of Tarsis.
 As part of the Empire of Tarsis, Ptolus has a Commissar who acts as a regional governor: an administrator who manages the city “in the Emperor’s stead.” Of course, the fact of the Empire’s slow disintegration continues to threaten the position of the Commissar, particularly out on the very edge of the Empire. Many think Ptolus should be an independent city-state. The current Commissar is Igor Urnst, a native of Tarsis who has lived in Ptolus and acted as its administrator for eighteen years. Urnst remains quite popular among Ptolusites; if the city did ever secede from the Empire, many would want him to stay in his current position.
The Lothian Emperor will know of the split, but will spend days with his advisers, spys and prayers trying to determine what to do about it. He finally sends a message to his Temple leader in Ptolus to send a delegation to Camber to demand him to return to the Empire and threaten a war.
What happens next depends on the party. If they decide to ignore the big issue, nothing much will happen overtly other than the loss of their furniture. If they go to Camber or travel around they will find increased lawlessness (robbers and petty tax collectors) but not much else.
However if they decide to become involved Ptolus may send agents to the cities around Camber to see if they would help in an effort to go back to the empire.
The major changes have occurred in Camber where the freedom from the Empire has made it an even more dangerous town as the Overlord is interested in preventing a takeover from within and has lots of spys and snitches around whispering both lies and truth to the city Constabulary who don't need process of law to settle what they perceive as a problem.
This is the detail of the troops that were in Rock Haven. Most of them were killed in the battle for the town where they fled, but some were tracked down from where they ran and hunted and killed.
